Education:

In 1968 he graduated from the Semipalatinsk Construction College as a technician-builder (PGS).
In 1973 he graduated from the Ust-Kamenogorsk Construction and Road Institute, specializing in Civil Engineer (PGS).

Biography:

1963 - joined the ranks of the Komsomol.

1974-1976 - the first secretary of the Ili district committee of the Young Communist League of Kazakhstan in Alma-Ata region.
